La primera PrepCom de WSIS se celebró en Ginebra del 1 al 5 de julio del 2002. IWTC participó en la reunión sumando fuerzas con otras mujeres para encontrar caminos y situar el género y las perspectivas de género en la agenda.
SOBRE WSIS
En 1998 la Unión Internacional
de Telecomunicaciones (UIT) decidió situar la propuesta de la celebración
de la Cumbre Mundial de la Sociedad de la Información (World Summit
on the Information Society –WSIS) en la agenda del Comité Administrativo
de Coordinación (CAC) de la Naciones Unidas. El Secretario
General de la ONU indicó que este Comité reaccionó
positivamente y que la mayoría de otras organizaciones y agencias
habían expresado el interés de asociarse a la preparación
y la celebración de la cumbre. Se decidió que la Cumbre podría
celebrarse bajo el alto patrocinio del Secretario General de la ONU con
la Unión Internacional de Telecomunicaciones asumiendo el liderazgo
de la preparación.
DOS CUMBRES MUNDIALES
En el año 2001 el Consejo
de la UIT decidió convocar la Cumbre en dos fases, una primera fase
que se celebrará del 10 al 12 de Diciembre de 2003 en Ginebra (Suiza)
y una segunda en 2005 en Túnez.
COMITÉ DE GÉNERO
EN WISIS (GENDER CAUCUS)
El Comité de Genero en WISIS
es un multi-grupo formado por mujeres y hombres de gobiernos nacionales,
organizaciones de la sociedad civil, ONGs, sector privado y miembros de
Naciones Unidas. El objetivo estratégico del Comité de Género
de WSIS es asegurar que la igualdad de género y los derechos de
las mujeres están integrados en WSIS y sus procesos subsiguientes.
El Comité, facilitado por
Gillian Marcelle, se formó durante la Conferencia Preparatoria Regional
Africana (Bamako 2002) –celebrada en Mali del 25 al 30 de mayo del 2002-,
para asegurar que las perspectivas de género fueran tomadas en serio
como elemento esencial en la planificación y la preparación
de WSIS. El Comité urge a los participantes en la planificación
del proceso preparatorio, en la Cumbre y en los programas resultantes a:

en cada una de las Conferencias Regionales Preparatorias y en las Prepcoms
de WSIS previstas en Ginebra en Marzo y Septiembre del 2003.

OTRAS REUNIONES DE WSIS Y GÉNERO
PLANTEADAS:
En un esfuerzo para animar la posterior
participación de las mujeres de cada región mundial en la
discusión sobre los temas de género y perspectivas en la
WSIS y en las políticas de medios de comunicación relacionadas
con el género en general , IWTC con el programa APC Women, Isis
Internacional-Manila y otras redes de medios de comunicación e información
de mujeres interesadas, se realizarán foros y debates sobre WSIS
en varias reuniones y discusiones de género durante el 2002
y 2003.

Initiatives and Activities
of Women Worldwide

The first PrepCom for WSIS was held in Geneva July 1-5, 2002. IWTC participated in the meeting, joining forces with other women to find ways to place gender and gender perspectives onto the agenda.
BACKGROUND TO WSIS
In 1998, the International Telecommunication
Union (ITU) resolved to place the question of the holding of a World Summit
on the Information Society (WSIS) on the agenda of the United Nations Administrative
Committee on Coordination (ACC). The UN Secretary- General indicated
that the ACC had reacted positively and that a majority of other organizations
and agencies had expressed interest in being associated with the preparation
and holding of the Summit. It was decided that the Summit would be held
under the high patronage of the UN Secretary-General, with ITU taking the
lead role in preparations.
TWO WORLD SUMMITS
In 2001, the ITU Council decided
to hold the Summit in two phases with the first phase to be held from 10
to 12 december 2003, in Geneva, Switzerland and the second in 2005 in Tunis,
Tunisia.
WSIS Gender Caucus
The WSIS Gender Caucus is a multi-stakeholder
group consisting of women and men from national governments, civil society
organizations, non-governmental organizations, the private sector and the
United Nations system. The strategic objective of the WSIS-Gender Caucus
is to ensure that gender equality and womenÕs rights are integrated
into WSIS and its outcome processes.
The Caucus, facilitated by Gillian
Marcelle, was formed during the African Regional Preparatory Conference
(Bamako 2002), -which took place in Mali from 25-30th May 2002, to ensure
that gender perspectives are taken seriously as core principles in the
planning and preparation for the WSIS. The Caucus urges all stakeholders,
in planning the preparatory processes, the Summit, and the follow-up programmes,
to:
The Caucus plans to gather
at each of the WSIS Regional Preparatory Conferences, and at WSIS PrepComs
to be held in Geneva in March and September 2003.

Other WSIS and Gender Meetings
Planned:
In an effort to further encourage
participation of women from every world region in the discussion around
gender issues and perspectives at WSIS and in media policy as it relates
to gender in general, IWTC, with APC Women's Network Support Programme,
Isis International/Manila and other interested women's information and
media networks, will undertake WSIS and gender panels and discussions at
several international and regional meetings during 2002 and 2003.
