The Industrial Workers of the World (IWW) sends its fraternal greetings to the LibWeek 2001 and the Confederacion General del Trabajo in Madrid, Espana. It is our hope that the LibWeek2001 proves to be both productive and successful in stimulating the growth of libertarian theory and practice.

Unfortunately, we cannot send a delegate to LibWeek2001. We realize the CGT and others have put a lot of effort into it's planning and we salute you for that. This conference will be yet another part of the essential building material necessary to bring our organisations and movement closer together.

We are, as always, reassured with the reservations expressed by our comrades of the CGT of not trying to create a new "International" as a means of working together in solidarity. Our unity and courage will be our best weapon against capitalism's global dominance.

The LibWeek2001 Declaration will have to be presented to our membership through referendum before we can sign it. It is my hope that by presenting the Declaration in this manner our membership will be able to provide valuable input.

We look forward to working together with our comrades in the CGT to build stronger solidarity and mutual aid between our organisations. Action, not words are what is needed to win our struggle for international workers democracy.

Message from the French-speaking Anarchist Federation (FAF) to our comrades from CGT-e and other organisations attending the international libertarian days in Madrid.

 

Dear comrades,

The French-speaking Anarchist Federation sends you its greetings on these international libertarian days in Madrid.

We thank our comrades from the Spanish CGT for their invitation, and regret that we won't be able to attend the meeting.

We do not know yet whether we will sign down the CGT's proposal of declaration: we have to discuss it collectively, among our 80 groups first, then at a federal level, and this needs some time. But whatever our final decision will be, it is clear for us that such a written deep agreement is not needed to cooperate between libertarian organisations.

While we regret that the organisation of the international libertarian days was not as clear as it should have been, and in particular that our sister federations from the International of Anarchist Federations have been invited only very lately, we nevertheless approve the idea of a well-coordinated libertarian movement, and the initiative for regular gatherings between its various components. This year have given us several opportunities to meet in international demonstrations, as we did in Nice last December; unitary libertarian blocks in such circumstances are for us of obvious significance, as is the necessity of showing as often as possible that pluralism of approaches within social anarchism do not entrave its dynamism, nor its in-depth coherence. Any opportunity to reinforce our mutual links is therefore welcome.

We greet again warmly the organisations attending these days, wish you a fruitful meeting, and hope we meet you soon, was it in another libertarian meeting, or in a social struggle.

Unfortunately, we can't to send our participants to Madrid on 31 March. However we are ready to take part in solutions of practical tasks, that published in project of your declaration as far as possible.

We hope to take a final version of Madrid declaration.

Message from Anacho Syndico (India)

Thanks for your solidarity. We would keep on writing about the struggle and similar other struggles in this part. We are deeply impressed by the people in Kashipur specifically the way they look the state and market. Also till date they have fought militantly against state except some few initial events. They are facing state with their traditional weapons and as if all the tribals are fighters in the battle. No vanguardism no commander-in-chief. It is their militancy which has restricted the corporates to enter even though they have already invested 'crores of money in peripheral work'.

Actually we are here a group active in this work and also publications. You can use our Anacho Syndico in the declaration.

I raised two questions in my letter.

First was on NGO and second was on Communalism. You did not respond the second one. Here we are fighting against communal Hindu state while tribals' tradition comes. Here even census data has no option to identify tribals as tribals. They have to show as Hindu or Muslim or Christian by religion. The educational schools and holiday are on mainstream religion not according to tribal traditions here. I know in Africa and Latin America tribals have fought against Christian state. You have any material and know that similar type of struggles is going on then please keep on sending it to us.

And About NGOs.

You people might be unaware about the NGOs activities in third world countries. Here we see them as an extension of state. State was earlier a welfare state posed itself as welfare to the people only to counter communist state and did many welfare work starting from health education etc

Then after Russia, state became development state for the development started investing on infrastructure, power etc. Here NGOs came to the picture. They started working on giving education health plantation watershed activities in rural and remote areas

In late 80s when privatisation began in India MNCs in large number came to picture. Then these corporate funds for developmental work reached to NGOs. You would see 1985 onwards most of the NGOs registered them selves in Home ministry of India to get foreign funds. The flow of foreign funds to these NGOs started after 1985 and picked up after 1992 after liberalisation.

Earlier foreign funds were reached to India but only to the churches. Now it is coming to all NGOs registered by the state.

Now the state has become corporate state which is self explanatory and very soon it would be military state to suppress all 'democratic voice' even.

These NGOs on the other hand are not realising people the reality. These groups are involved with Self-Help Goups and micro credit. Tribal education and formal education, watershed activities, promotion of community. Building peoples' organisation.

All these activities not only in prescription of state but designed by funding agencies. They are like OXFAM of UK, Action Aid of UK, HIVOS and NOVIV of Netherlands, Christian Aid, Church Aid etc.

Why they are harmful?

First, They are working on Micro credit which is a world bank topic. WB now has targeted to extract rural capital for financial growth. All govt. agencies are targeting self help groups ( SHGs) specifically women to mobilise funds and NGOs are playing vital role. These NGOs all most all are collecting funds from each family and depositing it in Rural Bank. Neither they are forming cooperative nor even doing any community based income generating work. only depositing money to increase bank turnover. rest you can imagine. for this they are saying people that for their poverty they are responsible. they should save money so that their standard would improve. those are already in poverty if they start saving they what would be the condition? next, is it true that they are responsible ?

second, they never recognise village community as a whole as the community. Here dictation of funding agencies work. These NGOs form committee of five/six people in side community village not according to village decision but according to agencies guidelines. each committee should be comprised of a women, a dalit, a tribal, a local politician (PRI member) etc. this composition is not by village. so they operate above the village decision. made chaos and confusion inside this needy community.

thirdly. they show the people if they enlist themselves as beneficiary in any programme of state or NGO then there will be no poverty. they spoiled the possibility of solving the problem with community effort or find for a solution collectively. They raised desire how to get support from outside thorough writing application and memorandum and also by requesting them. They adopt one of two villages for their programme and do the work for which they are getting funds and rest of the villages are thinking that if that NGO would reach to their village or any other NGO if comes then their problem would be solved. here they are spoiling the fighting spirit and making illusion before people.

fourthly, they are opposed to people' s movement. always they try to solve amicably with state. secondly `approach should be like memoranda, letters , personal visit or dharana- not any offensive action. that article on Kashipur movement would explain more.

All these things you can share with all your friends

Madrid friends can share it and we expect few lines about this on declaration so that more and more people would start discussion at least on this new topic.

we require certain information like who are exactly the corporations those are funding OXFAM. Action aid, NOVOV and HIVOS etc.

The Workers Solidarity Movement of Ireland sends greetings to all attending the conference. We are sorry that we can not be with you today. Unfortunately we had already arranged - for the same dates - a gathering to promote anarchism in Ireland.

We support this initiative, and wish the conference every success. We look forward to greater international co-operation among anarchists.

The ruling class are continually extending their co-operation to advance their 'Fortress Europe', their attacks on trade union independence, their neo-liberal agenda.

We need to increase our common activity in opposition to these assaults on our interests.

We also need to step up our co-operation to increase the visibility of anarchism as the alternative to capitalism. Our aim is not just to defend what little we enjoy today, or to merely force our rulers to concede a little more. These are good and necessary activities but they are not sufficient in themselves.

Our goal is to assist our class in overthrowing capitalism and building a society based on socialism, freedom and participatory democracy - to turn the anarchist vision into reality.

The Northeastern Federation of Anarcho-Communists (NEFAC) sends its revolutionary greetings to the Confederation General del Trabajo (CGT), and all anarchist delegates attending the LibWeek2001 conference in Madrid.

Unfortunately, we are unable to send a delegate to these important meetings. With the next battleground for mass action against capitalist globalization taking place in Quebec City around the Summit of the Americas in a few weeks, we have committed ourselves to organizing for an active anarchist presence at these protests. This leaves us with little time or resources to travel to Madrid in order to directly participate in LibWeek2001.

As resistance to the misery of global capitalism unites social movements and national struggles in a common cause for freedom, dignity and social justice, we see hope for the future. Revolutionary anarchists remain at the forefront of many of these struggles and movements, spreading revolutionary consciousness, popularizing anarchist methods of direct action and directly democratic forms of organizing, and providing a positive vision of a classless, stateless and non-hierarchical society.

For this reason, we enthusiastically support any efforts that strengthen solidarity and cooperation within the international anarchist movement, and see the LibWeek2001 conference as an important step in this direction. Although we are unable to commit ourselves to formally endorsing the draft statement for the "Anarchism in the 21st Century" declaration at this point, we stand behind the effort, and wish you success in your deliberations. We look forward to further unity and alliances between anarchist organizations of all countries, and the future revolutionary upheavals that will put an end to the capitalist social order and open the path for libertarian communism.

We stand uncompromisingly for a new world. The future will be ours.

Anarchist revolutionary greetings to our comrades from around the world gathering in Madrid for LibWeek! We as South African anarchists are encouraged by this important initiative -- the establishment of an international co-ordinating network to aid anarchist organisations in their engagement with the anti-globalisation movement. Such a network is vital if we are to survive the attacks on our organisations and our class -- and if we are to succeed in our fight against neo-liberalism. We would also like to add the names of our two organisations to those endorsing the "Anarchist Declaration for the 21st Century".

Since the 1970s, our enemies, capital and its siamese twin, the state, have been suffering from one of their inevitable periods of crisis as markets hit natural consumption ceilings and the rate of profit continues to fall. Even the opening of the former Soviet and East Bloc workforce to foreign exploitation, with robber barons breaking down vital industries to steal
handfulls of cash, has been unable to stop the slide.

But like hungry bears, our enemies are even more dangerous despite their weaknesses. On the one hand, their claws are sharper: they have developed warfare, terrorism and propaganda to technological and psychological levels never achieved before. On the other hand, we, their prey, are weak: the international working class revolutionary movement, both anarchist and otherwise, has been dispersed and destroyed by decades of fascism. After the Berlin Wall fell, our enemies announced the end of history, claiming that they had achieved the perfect social balance, a balance built historically on millions of dead, and today maintained by millions of lives cheapened by poor working conditions, corrupted by a fouled environment, marginalised by casualisation, raped by patriarchy, excluded by so-called democracy and, if necessary, eliminated by death-squads.

But the bears miscalculated. History is not over. The anti-globalisation movement is the most significant international social movement since the 1960s. There are dangers: professional networks of paid middle-class activists have attempted to turn it into their own club, a collection of narrow sectarian interests. Also, totalitarian and right-wing organisations, whether fascist, religious fundamental or authoritarian socialist, are trying to control grassroots actions against the IMF/World Bank, the "free" trade agreements and the multinational corporations. But this is a global movement of the oppressed. Its instinctive nature is anti-authoritarian, workerist and militant. This is the true home of all anarchist revolutionaries today and we fully support all efforts by anarchists to position themselves at the forefront of the struggle and to put their ideas at the centre of the global debates on how to beat the ravages of turbo capitalism.

The anti-globalisation movement must be dominted by anarchist forces and arguments. We as anarchist revolutionaries must throw ourselves wholeheartedly into this struggle. But we must remember our key strategic strength: the united forces of the proletariat, whether industrial or commercial. This means that while community struggles are essential, they can be no substitute for revolutionary organisation in the workplace, at the point of extraction of profit. The traditional working class may have changed, but workers' status as wage-slaves has not, regardless of how the capitalists have tried to divide their common interests. And it is only the workers who have the technical power and class incentive to stop the engines of capitalism. Only a revolution in the relations of production by organised labour and a seizure of the means of production by the producers can end the terrorism of capital and the state. Assisted by the peasantry and the poor, the workers can and will defeat neo-liberalism, however it disguises itself: racism, housing evictions, neo-colonialism, electricity cut-offs, sweatshops, criminalisation of protest, or other masks.

La Union Sindical Italiana (USI) saluda a todas las compañeras y todos los compañeros que llegarán a Madrid y está feliz de adherir al llamamiento hecho por los promotores del mitin del 31 de Marzo y 1° de Abril.

Por causa de las dificultades y los empeños de la lucha sindical y social, no hay compañeros que tengan la posibilidad de llegar a Madrid, también si queríamos y queremos aportar un a contribución al debate y a los temas tratados en el "Anarquismo en el siglo XXI".

Antes de todo, nosotros estamos de acuerdo con la interpretación del fenómeno de la "globalización" y sobretodo con la interpretación de los efectos que esta produce.

Estamos de acuerdo en general con las hipótesis de solución que están en el documento. Nosotros queremos dar un impulso a todos los temas tratados y confiamos que los mismos sean discutidos por las compañeras y los compañeros.

No hay dudas que el fenómeno de la globalización implique, adentro del sindicalismo revolucionario y libertario, una nueva definición sea de los proyectos sea de los mecanismos de lucha. En primer lugar porque la globalización ha profundamente cambiado la función de la economía y del estado, y en segundo lugar porque ha hecho posible que estos dos últimos aspectos no sean otro mas que apéndices funcionales de la misma, dando en el mismo tiempo instrumentos y mecanismos decisiones en condición de aumentar, según las proporciones, las prestaciones y las "performances". Podemos decir que los mecanismos de explotación y de flexibilizaciòn de los "recursos humanos" están poralcanzar picos de perfección siempre mas impresionantes.


Al lado de eso, esta claro que los marcos del pensamiento neoliberal dispongan de todas las formas posibles que se puedan imaginar para eliminar y entorpecer cualquiera hipótesis de lucha social y de conflicto. El "ser humano" ya "global" y perfectamente en condiciones de responder a todas las prestaciones "sistemas", seria dejado libre de pasarla bien como el cree en el grande mercado de los "juegos". Desgraciadamente cabe en este mecanismo (mas ya es así) también los juegos colorados por "revolución", "anarquismo", "libertario" y otro mas. Nosotros estamos convencidos y lo creemos que la "partida" se juegue adentro de la producción material e inmaterial de la vida, sea a nivel individual que
colectivo. Se juegue adentro de la sociabilidad y de la solidaridad entre los seres humanos. Adentro de la auto-organizaciòn, de la autogestión y de la acción directa de todas las trabajadoras y todos los trabajadores. Adentro de un estudio siempre mas profundizado, de la análisis y de las interpretaciones de los hechos, desde el simple hasta el complejo en todas las posibles relaciones.

Colectivamente, Cuando los trabajadores autogestionan sus sindicatos, autorganizan federativamente las luchas y los
conflictos, toman conciencia de las acciones directas y propagan con naturaleza el sentido de las mistificaciones capitalistas y estatales, aquello es el momento que el entero sistema lamenta con fuerza las modalidades "estéticas" ultra-revolucionarias que al máximo asustan alguien pequeño burgués o alguien imbécil y están concretamente gastables para reprimir y sotometer.

Porque este es el problema: donde va la idea de autoridad de las así dichas instituciones, si los trabajadores fuesen en condiciones de concebir la/las producción/es de sus existencias, sea individualmente que colectivamente?

La Union Sindical Italiana se da cuenta que no puede ser suficiente una visión solamente "sindicalista" de la lucha global. Se da cuenta que los lugares de las luchas y de los conflictos no son solamente los lugares del trabajo. Nosotros creemos, y estamos realizando con no pocas dificultades esta propaganda por los hechos, que sea fundamental empezar en los
"lugares territoriales", construyendo a nivel de redes y federativo estructuras realmente autogestionadas (cooperativas sociales, asociaciones, grupos de afinidad). Una red de sujetos individuales y colectivos que contribuyen en el lugar territorial las cámaras de las trabajadoras y de los trabajadores, cámaras autogestionadas y autorganizadas, que se
relacionen y unifiquen la intervención sindicalista revolucionaria y libertaria con el de las solidaridades y del apoyo mutuo.

Pensamos que sea fundamental realizar esta fase de los proyectos, porque representara la base irrenunciable para preparar luchas en breve y en larga duración, y que sobretodo tendría el éxito de extender el sentido colectivo de autonomía y de autogestión de su vida, de cada vida, y concebir en el mismo tiempo la sustitución de las instituciones y del modelo social y económico presente.

Sobretodo porque el sentido de autogestión y de autogestionarse, como practica y "forma mentis" es decir, y lo será siempre mas en el porvenir, de buscar y de hallar nuevas y mas ricas hipótesis de liberación y transformación radical. Sin ninguna autoridad, sea lo que sea.

Somos convencidos además que sea fundamental la construcción de una red internacional entre organizaciones sindicalistas revolucionarias y libertarias y que sabe poner, meter en red las experiencias de sus países según las luchas y los estudios de estas. Que sabe medir los efectos "globales" de sus sistemas economico-sociales y por consiguiente todas las iniciativas, las luchas, los conflictos organizados contra el poder económico y estatal, comprendidas de las sinergias y modalidades relacionales que eso expresa.
