1. Presentation

The community of the village Sepé Tiarajú is the result of an urban land occupation for housing in June of 1999 in Alegrete, a city located in the region of the border of Brazil with Uruguay and Argentina. To all they are 483 families who have appropriated of an area of 16 hectares by direct action.

After the conquest of the housing, these people have to face new social problems. The village still lacks many necessities that need to be decided: the basic sanitation, water, health, school, etc. About 50% the population is half-illiterate, it has a majority of 60% of subemployed, unemployed or while another part of the community is formed by workers of the industries of feed and civil construction. The average income of the families does not surpass a minimum-and-a-half wage (the minimum wage of Brazil is inferior U$100 dollar). A series of factors aggravates the needy situation that are submitted the people.

The proposal that we want to fortify is the construction of a politico-social space and cultural activities, of a Hall with space for debates, self-managed meetings of the inhabitants, tasks and social jobs and popular fights that create collective benefits for community. It is necessary to say that this activity already exists precariously, and has the need of a proper physical place so it develops with more regularity.

The association of inhabitants of the community forms part and is identified with the National Movement of Fight for Housing (MNLM) that it includes 9 other urban squats in the city. The social organization of Sepé Tiarajú is a reference for the city of Alegrete for its specific form to liven up the popular participation from a perspective federalist, the decisive paper given to the assemblies of the practical community and solidary the excessively thematic and claims that the fight of the oppressed classes

The relation of mutual aid with more active the syndical movement, in special the union of the feed industries, and the campaigns of the front of masses of the Movement of Trabalhadores Rurais Sem Terra (MST) together the agricultural families who want to participate in the large land occupations characterize the behavior of this community and its social organization. The design of a communal hall wants to also supply the necessity of a space that can add and endorse the fight of other social movements and fortify popular protagonism.

The social life in the urban outskirts that concentrate precarious workers, kept out of society social, unfed children, young delinquents presents a scene of violence and clamorous individualism that must be fought with the constancy of one practical conscientizadora that teaches new values and generates tools of fight for the oppressed ones.

Social initiatives of resistance in the peripheral communities do exist, in the most creative forms, the problem that raises the design is how to fortify them, to unite them so that they are not isolated and they finish perishing in the time. Therefore a space managed by the citizens of misery and oppression is essential in order to put in practical social communication the ones that are being developed as part of an anonymous strategy of resistance with the objective to solidarily support them through one adequate popular movement.

2. Our objectives

Generalities

(a) Practical construction, programming and strengthening of the social practices of the community.

Specific

(a) Accomplishment of assemblies, meetings and all type of task that points to the popular organization of base;

(b) Reading skills for adults, library and alternative medicine;

(c) Promotion and organization of permanent cultural workshops in the community in special of speeches with musical presentations;

(d) Structure of support fprthe movements of fight for the housing, the landless and the distinct experiences of fight and independent social organization of the oppressed classrooms.
