CIPO-RFM in Solidarity with the Prisoners of COMPA
To Ulises Ruiz Governor of the State of Oaxaca
We, that have signed below, are aware that in Oaxaca, the state of law has been violated because the constitutional rights of the inhabitants of Oaxaca are not respected.
We know that on the past Saturday, the police assaulted the community of Santiago, Xanica, injuring three members of the organisation CODEDI-COMPA whom they afterwards jailed, and made them injustly responsible for crimes they did not commit. In response to this assault, COMPA has complained, and as a result has had more of its members jailed.
It
is clear to us, that instead of resolving these conflicts, you are opting
for repression. For this reason we demand:

Against
the Repression in Oaxaca In Oaxaca all citizen rights have disappeared,
instead
savagery and repression rule.
In the presence of violence unleashed against the Magonist Popular Anti-neoliberal
Coordinating Committee of Oaxaca declares:
1. Ulises Ruiz is the most illegitimate governor of all times. The electoral process that supposedly gave him victory is the most questioned in history, more than half of the population did not participate in voting and those who did, many of them annulled their votes for another candidate. The evidence of irregularities in this process were many.

In order to win the support of businesspeople and the wealthy of Oaxaca,
Ulises Ruiz promised them that he would put an end to social protests, cancelling
the right of _expression. With only a few weeks in office, the state prisons
were already filled with political prisoners from various organizations.
The attorney justice Patricia Villanueva Abrajam acts outside the law that
she is suppose to uphold and is in direct service to the interests of Ulises
Ruiz, both in their desire to control the state have not doubted in violating
laws, invented penal processes against their oppositions, and have permanently
harassed those of us who support a different position to that of the official
one.
3. In his desire to maintain political influence and control over all the communities, Ulises Ruiz has violated the traditional forms of organization such as customary appointment of authorities by the community. In those communities where people close to the PRI are not governing, the appointment of authorities has been imposed through the voting by political parties and not by community assemblies like it has been done in the past.

Ulises Ruiz has offered all his support to the president of PRI Roberto
Madrazo in his election campaign for president of Mexico. More than 70 years
of political and economic control over our country and of Oaxaca is not
enough, they want to remain in power at all cost even using repression.
In the Mexican presidential campaign of 2006, Ulises Ruiz
has offered Roberto Madraza control over Oaxaca, both being responsible
for repression and of electoral fraud that have been committed to guarantee
them power.
5. In his desire to violate traditional community electing, the governor of Oaxaca sponsored a conflict to divide the municipality of Santiago Xanica and on January 15 gave the order to the preventive police to shoot at our comrades from CODEDI, wounding six and keeping detained and injured Abram Ramírez Vázquez and Noel García Cruz.
6.On
February 6, another wave of violence was unleashed when Ulises Ruiz, using
disproportionate force, detained representatives of COMPA, some have been
freed but our
comrades Alejandro Cruz López, Jaquelina López y Samuel Hernández
have been
sent to Ixcotel jail, they have invented a long list of charges against
them, to deny them liberty with bail.

COMPA has distinguished itself in leading the struggle against neoliberal
politics and defending national sovereignty in Oaxaca.
We defend the right of indigenous communities to live with justice and dignity,
we struggle to support the community organization against neoliberal individualism,
we struggle to improve the living conditions of our communities, and these
are the main reasons why they persecute, jail and threaten us. Since the
arrival of this illegitimate governor, we raise our voices demanding democracy
and respect to the community, today it seems that repression is the price
we pay when we oppose injustice.

Oaxaca is one of the poorest states in the country, malnutrition, lack of
health, and illiteracy are characteristic traits, but the tyrants deny the
recognition of peoples` rights for a better life. Instead of resolving problems
such as poverty and marginalization, the governor Ulises Ruiz promotes the
ideas that Oaxaca is a place for tourists and investors to businesspeople
and hides and represses the poor.
9. In our community we want to live with dignity, respecting our rights,
to live with justice, without repression, without political prisoners, but
this does not seem possible in Oaxaca. Now in defending the release of our
comrades, we have announced that we will exercise our right to free
_expression of ideas, even if this means the threat of more arrests and
repression.
10. Repression will not stop us, we will continue to struggle and with all our might we demand:
- the immediate and unconditional release of our comradesAbraham Ramírez Vázquez, Juventino García Cruz, Noel García Cruz, Alejandro Cruz López, Jaquelina López y Samuel Hernández and of all political prisoners of Oaxaca.
- the political trial against Ulises Ruiz for being a fascist and repressor of peoples.

We call upon all organizations and people with dignity in Mexico and all
over the world to prevent the savagery and repression being imposed on Oaxaca.
