FROM THE FOUR SOCIAL LEADERS OF THE MAGONIST ANTI-NEOLIBERAL COORDINATING
COMMITTEE
TO THE NATIONAL AND INTERNATIONAL PUBLIC OPINION
TO THE HUMAN RIGHTS ORGANIZATIONS
On February 8th, we found out that the Director of Indigenous Affairs of the CNDH, Fernando Mendoza Elvira had resigned. This shocked us because it should two sides of the human being: the honorable dignity of Fernando, and the despicable and cowardly one of José Luís Soberanes.
Let us explain: since January 21, a group of approximately 200 representatives of the indigenous communities of Oaxaca had found ourselves standing at the square of D.F. to denounce the cancellation de facto of the constitutional guarantees and the systematic violation of human rights, as well as the violent persecution and imprisonment against opponents of the governor, for which the state governor Ulises Ruiz Ortiz is responsible for.
February 1st we spoke to José Luís Soberanes and he arranged an appointment with the governor to deal with issues talked about, it was due to be held at 12:00 on February 3rd in the governor`s official house.
On February
3, around 10:30 am, via telephone, Joaquín Palacios tells us to meet
him in the restaurant in the hotel Los Olivos (hotel not motel) "to
organize the agenda that we would tackle with the governor". The meeting
was held at about 11:30 and did not even last
10 minutes, they just told us that the meeting with the governor will be
at 1:30 and not at 12:00 and it would no longer be at the official house
but he would confirm the place at a later time.
With this meeting finished, in the hotel Los Olivos, two companions are arrested: Alejandro Cruz López and Carlos Cruz Mozo. Carlos is freed after several hours because there was nothing against him. Jaquelina López Almazán and Samuel Hernández Morales leave the hotel and are not arrested because their affiliation it was not clear to the ministerial police, according to what we heard later through ministerial police comments.
Jaquelina
and Samuel made it to the office of the Committee for the Defence of Peoples
Rights situated in a building on Valerio Trujado street, where they arrange
a meeting with the Director of Indigenous Affairs of the CNDH, Fernando
Mendoza Elvira. When he
gets there, they inform him about the arrest of Alejandro and Carlos and
they explain to him that it all looked like a setup arranged by the governor
and the president of the CNDH, José Luís Soberanes, he immediately
responds, "that’s not possible, don’t even
mention it" because if he found out that the CNDH had anything to do
with that trap, he would hand in his resignation.
Finally,
his resignation which is public knowledge, confirms that really, Soberanes
took part in the trap in which we, three social fighters were arrested with
all the violations of our human rights that supposedly the ombudsman defends;
police that wore no uniforms at
the time of our arrests, with the luxury of violence without a warrant of
apprehension, without a search warrant, and if that were not enough, ran
over Víctor Udirack who was accompanying us, so that none of that
would happen. (Judas handed over Jesus in the hill of
olive trees) "Judas-Soberanes" handed us in the hotel of the Olivos
for a few coins and we wish to thank Fernando Mendoza Elvira for his honorable
attitude, courageous and full of dignity, with his resignation detaches
himself from these abominable facts that we
have stated here.
A person so submissive to power, so disloyal and cowardly like Mr. Soberanes
cannot remain the head of such an institution, like the CNDH, if there is
any dignity left in him, he should immediately hand in his resignation.
