Por favor tomaos un minuto para apoyar a los objetores de conciencia que están en la carcel en Finlandia mandando este fax de alerta !

Hacemos este llamamiento porque el Ministerio finés de Trabajo esta a punto de proponer un cambio en la ley de servicio militar obligatorio. Esto se debe a la creciente crítica internacional por la situción de los derechos humanos de los objetores de conciencia en Finlandia. Mandando este fax puedes ayudar a aumentar la presión aún más y recordar al gobierno finés todos los problemas respecto a derechos humanos que plantea el sistema de servicio militar obligatorio.

En este momento (mayo 2005) cerca de 30 jovenes estan sirviendo su condena en cárceles finesas. El número de casos sentenciados a prisión ha aumentado a cerca de 70-80 personas por año durante los últimos años. En Finlandia todos los hombres están todavía obligados a tomar parte en el servicio militar. Es posible escoger una alternativa, pero es increiblemente discriminatoria, excesiva, punitiva y mal organizada.

Debido a este caracter discriminatorio y punitivo del servicio alternativo, Amnistía Internacional reconoce a los objetores fineses que se niegan a cualquier servicio como prisioneros de conciencia. Por otro lado, la precaria situación de los derechos humanos de objetores fineses ha sido criticada por el Comité de Derechos Humanos de la ONU así como por el consejo europeo.

Hemos aprendido que el ministro finés de trabajo, la Sr. Tarja Filatov (cuyo ministerio es responsable de organizar esta alternativa al servicio militar) esta planeando proponer un cambio en la ley de servicio alternativo en Mayo 2005. El cambio será una propuesta para reducir la duración del servicio alternativo. No obstante, la irracional duración de este servicio (en la actualidad más del doble de largo que el servicio militar) no es el único problema en el sistema finés de servicio militar obligatorio :

  Los reclutas son tratados diferente en base a la (no)religión. los testigos de Jeová están exentos del servicio militar en base a su creencia religiosa, mientras que el resto the objetores de otras confesiones son sentenciados a prisión.

  No existe le posibilidad de objeción de conciencia en tiempo de guerra.

  Los lugares donde se realiza el servicio alternativo a menudo ignoran su deber de proveer alojamiento y comida a los objetores.

  Los jóvenes no son informados a menudo de la existencia de esta alternativa durante el reclutamiento nacional

Para respetar los derechos humanos de los objetores fineses es necesario que Finlandia cambie su legislación no solo en la cuestión de la duración del servicio alternativo, sino también en los otros puntos.

Por eso intentamos que tantas organizaciones e individuales como sea posible manden este fax a la ministra de trabajo antes de que finalice su propuesta de ley.

Puedes usar el fax que viene a continuación o escribir un nuevo texto si lo prefieres. Si es posible manda también el fax a los demás ministros fineses, ya que estos decidirán si se aprueba la propuesta de ley o no antes de las vacaciones de verano.

Apreciaríamos también que nos manadaras una copia del mail o fax que mandes para que nosotros podamos seguir el número de protestas que recibe el gobierno finés. Si, recibieras alguna respuesta a vuestro fax contactad con nosotros.

Dear Mrs Filatov,

I am greatly concerned about the human rights situation of conscientious objectors in Finland. I have recently learned that Finland still continues to imprison conscientious objectors, and practises a conscription system which punishes and discriminates against men choosing the alternative service. Recently, organisations including the United Nations, European Council and Amnesty International have all stated their concern over the human rights of Finnish conscientious objectors.

It worries me that Finland treats its citizens unequally on the basis of religious conviction. Jehova’s Witnesses are automatically excused from conscription duty due to their religious objection to taking part in military service, while conscientious objectors of other beliefs and ideologies are sentenced to jail. This goes clearly against the Universal Declaration of Human Rights.

I have also learned that Finnish law does not allow the possibility of conscientious objection during crisis time. In practise this could mean that during wartime men who previously took part in the alternative service would be forced to carry arms.

Unfortunately these are not the only human rights problems in the Finnish conscription system. There is no equal alternative to the military system. The length of the alternative service is clearly punitive, as it is more than twice as long as the most common military service. According to a resolution by the European Parliament, the alternative service should not be any longer than the military service.

Furthermore, the young men choosing the alternative service often face economic discrimination, as the duty to organise accommodation is ignored by numerous service places. In addition to this huge problem, there is a constant lack of places where one can do his alternative service. It is clear that the level of practical organisation of the alternative service system by the Finnish officials is insufficient, thus giving its support to the discrimination against conscientious objectors.

Finland has to respect the human rights of conscientious objectors and change its legislation to meet the international human rights standards on this issue.

Therefore I urge the Finnish government to

 stop imprisoning conscientious objectors immediately

 stop discrimination on the basis of (non-)religious conviction

 recognise the right to conscientious objection during crisis time

 reduce the length of the alternative service to be equal with the military service

Furthermore I demand that the Finnish government

 ends the economic discrimination against conscripts practised by alternative service places

 finds enough alternative service places to meet the growing demand

Please keep me informed on the steps taken by the Finnish government to improve the human rights situation of conscientious objectors.
